Rising in the Bay Area city of Oakland, the Islamic Cultural Center of Northern California has been one of the earliest Muslim institutions of its kind in the western United States, serving worshippers from East Africa, the Arab world, South Asia, and the African American Muslim community since the latter half of the twentieth century. Northern California's Muslim presence grew throughout the post war decades as students, engineers, seamen, and professionals settled around the ports of San Francisco and Oakland, bringing with them traditions of prayer, Qur'anic recitation, and community service that have quietly enriched the social fabric of the region.

The name expresses a clear purpose: to serve as a cultural centre for Muslims across Northern California, not only through the five daily prayers but also through education, youth programmes, charitable work, and interfaith engagement. This combination of worship and community service follows the model of the mosque of the Prophet Muhammad, peace and blessings be upon him and his family, whose house of prayer in Madinah also served as a school, a court, a shelter for travellers, and a centre where the Companions, may God be pleased with them, learned by example how a neighbourhood of faith truly functions in daily practice.

The building itself is a converted civic property lovingly adapted for Islamic use. A spacious carpeted prayer hall oriented toward the qiblah, a simple mihrab and minbar, generous ablution facilities for men and women, classrooms for weekend school, a library of Islamic texts in English, Arabic, Urdu, and Somali, and a community kitchen used heavily during Ramadan and for janazah receptions.

Worshippers from Oakland, Berkeley, Alameda, and the surrounding communities gather here for the five daily prayers, for Jumu'ah delivered in English with Arabic khutbah tradition, and for taraweeh during Ramadan, when volunteer cooks from different backgrounds share the preparation of iftar.
